On Friday evening, Trump posted on Truth Social in full capitals. 'THE BIGGEST OIL DEAL IN WORLD HISTORY!' The United States had entered into an agreement with Venezuela securing majority US control of more than 65 billion barrels of proven oil reserves. Negotiated by Marco Rubio and Pete Hegseth with Venezuela's acting president Delcy Rodríguez. At no cost to the American taxpayer. More than doubling American oil reserves. Substantially lowering gas prices for all Americans, long into the future.
The country is Venezuela. The country whose president the United States captured in a military operation in January 2026, transferred to US custody to face federal narcoterrorism and drug trafficking charges, and whose government was replaced with an interim administration headed by Rodríguez. The country into which the US then deported 146 Venezuelans in June, placing them in a hotel that collapsed in an earthquake the same evening. The country whose oil the US has now announced it controls, at no cost to the American taxpayer, through a private company that will hold the second-largest corporate reserves of proven oil after Saudi Aramco.
The deal gives the United States 55 per cent effective output of a new private joint venture — including an ownership stake and the right to buy oil at cost. The 65 billion barrels represents approximately 21 per cent of Venezuela's total proven reserves of 303 billion barrels. Venezuela holds the world's largest proven oil reserves. It currently produces 1.25 million barrels per day — far below its potential after years of sanctions, underinvestment and mismanagement. The deal calls for development of 17 strategic fields, more than $100 billion in investment and more than $209 billion in tax revenue for Venezuela. Rodríguez called it a new era of recovery, growth, production, security and prosperity for the Venezuelan people.
None of the Venezuelan people voted for this arrangement. They did not vote for the January military operation that removed their elected government. They did not vote for the interim administration now signing oil agreements on their behalf. They did not vote for the 65-billion-barrel deal that gives 55 per cent effective output to a US private company. The people of Venezuela are the context for the biggest oil deal in world history in the same way that the Strategic Petroleum Reserve — which fell to levels not seen since the 1980s this August — is the context for Trump announcing it on a Friday evening six months into a war with Iran that has driven US gas prices to record highs. The deal is the answer to a political problem. Venezuela's oil is the instrument.
DiploPolis wrote about Venezuela in July — 'Twenty Minutes.' 146 Venezuelans were deported from Texas to Caracas. Hours later, the hotel processing them collapsed in an earthquake. Three people named, three lives documented, three people dead after the US completed their removal. The government that said its responsibility ended at the tarmac has now announced majority control of the country it deported them to. The deportees got the earthquake. Their country's oil goes to a US private company. Both outcomes are described as beneficial for Venezuela.
NPR noted what Trump did not address: it is not clear when, or if, the oil from this deal will actually reach US gas pumps. Venezuela's oil infrastructure has been severely degraded. Getting production up to the deal's implied scale requires billions of dollars of investment, years of construction and the physical rehabilitation of fields that have been neglected for decades. The deal more than doubles American oil reserves on paper. On the ground in Venezuela, the abandoned pumpjacks around Lake Maracaibo are the more accurate picture.
Trump is facing his midterms. Gas prices are at record highs. The Iran war is six months old and has no conclusion in sight. The Strategic Petroleum Reserve is at its lowest in 40 years. On Friday evening, he announced the biggest oil deal in world history with the country his administration captured in January. Rodríguez announced a new era of prosperity. Neither said when production would begin. The announcement was immediate. The oil is not.
